Department of Skill Development and Entrepreneurship and Livelihood
Skill Development, Entrepreneurship and Livelihood (SDEL) is a newly created department vide Govt. Order Dated 24.09.2016. This department is directly under the Honorable Chief Minister. It is created with the aim to benefit every aspiring citizen willing to get skilled in various sectors and job roles resulting in increased employability.
Kaushalaya Karnataka Mission has been formed to focus on providing skills to enhance employability of the youth through skill development. KKM is responsible for co-ordination of all skill development efforts across Karnataka to alleviate the disconnect between demand and supply of skilled manpower, building the vocational and technical training framework, skill up-gradation, building of new skills, and innovative thinking not only for existing jobs but also jobs that are to be created. KKM aims to efficiently impart skills while upholding best practices in the endeavour to achieve the vision of a 'Skilled Karnataka'.
Kaushalkar.com is a single window IT application which provides e-learning, registration of trainees, training provider, training centre and the accreditation, affiliation and continuous monitoring of the training Centres in the Skill Ecosystem. It also intends to address the important issues like evaluating skill providers in an objective manner, fostering excellence in Training Centres, enabling trainees to make informed choices with regard to Training Centres etc.
The National Skill Development Corporation, (NSDC) is a one of its kind, Public Private Partnership in India, under the Ministry of Skill Development & Entrepreneurship. It aims to promote skill development by catalysing creation of large, quality, for-profit vocational institutions. NSDC provides funding to build scalable, for-profit vocational training initiatives. Its mandate is also to enable support systems such as quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC acts as a catalyst in skill development by providing funding to enterprises, companies and organisations that provide skill training. It will also develop appropriate models to enhance, support and coordinate private sector initiatives.
Sector Skill Councils (SSCs) are industry-led bodies, who would be responsible for the defining the skilling needs, concept, processes, certification and accreditation of their respective industry sectors. The SSCs prescribe the National Occupation Standards (NOS) and Qualification Pack (QPs) for the job roles relevant to their industry and ensure that these are in accordance with the National Skill Qualification Framework (NSQF).

Private training Partners (TP) who have the expertise and empanelled by KKM following transparent due process will be imparting training in different training centres.
The duration of training will range from 3-6 months depending on the sector and level of training prescribed by Sector Skill Council (SSC) in accordance with National Skill Qualification Framework (NSQF). It will be followed by assessment, certification and placement
Any agency competent in imparting skills, having the prescribed infrastructure and resources can register as Training Provider by applying online though the TPAF (Training Provider Application Form)
Upon successful registration of TP – the TP requires to login with the credentials that were sent over an e-mail and register the Training Centre (TC) online by filling the TCAF (Training Centre Application Form)
No. First the TP should be registered. TC cannot be registered by a particular T.P. only.
Yes, TC requires to be accredited to impart training
An inspection agency will review the details of TCAF filled by the TC and conducts an onsite inspection and provide information whether the TC is to be or not to be recommended for accreditation. TC will not be recommended for accreditation if any information provided by the Training Centre is incorrect or do not meet the minimum prescribed specifications; to validate Inspecting Agency shall check the evidences by a thorough inspection of the classrooms, laboratories, library, and documents, and also by interacting with the trainers and other relevant staff of the Training Centre (TC). The Inspecting Agency will conduct the inspection and the process shall include uploading of the geo-tagged and time stamped pictures of the TC.
“Ready” indicates that the TC has complied with the prescribed standards to be accredited while “not ready ” indicates that TC is yet to comply with the prescribed standards.
The on-site inspection date is provided by the Inspecting Agency. However, the Training Centre may request for a change of inspection date only once.
TC which is being operated on a Rented or Leased property can upload the copy of Rent Agreement as the address proof in the TCAF(Training Centre Application Form). The Rent Agreement should be between the Training Centre Owner and the Building owner to reflect the association between both the parties.

Inspecting Agency(IA) or Third Party Inspection Agency is an independent body responsible for evaluating the required parameters set for Training Centres (TC) to conduct the training. Inspecting Agency visits the TC to determine if it meets the Accreditation Standards.

Once a candidate enrolls on the portal with all relevant information, he/she becomes eligible for availing skill trainings under various schemes implemented by The Government of Karnataka through various training providers/training centers. This will also benefit him/her to know, at one glance the list of job role he/she is aspiring for.
The trainings are designed to be job role oriented and NSQF compliant. It is designed to help the trainee get a job or become self-employed.
The National Skills Qualifications Framework (NSQF) is a competency-based framework that organizes all qualifications according to a series of levels of knowledge, skills and aptitude. These levels, graded from one to ten, are defined in terms of learning outcomes which the learner must possess regardless of whether they are obtained through formal, non-formal or informal learning. NSQF in India was notified on 27th December 2013. All other frameworks, including the NVEQF (National Vocational Educational Qualification Framework) released by the Ministry of HRD, stand superseded by the NSQF. Under NSQF, the learner can acquire the certification for competency needed at any level through formal, non-formal or informal learning. In that sense, the NSQF is a quality assurance framework. Presently, more than 100 countries have, or are in the process of developing national qualification frameworks.
Trainee’s qualifications are dependent on the Job Role one is choosing to get skilled on. It ranges from No Formal Education to higher education.
