Advertisement Guidelines

These guidelines are intended to clarify what website advertisements are acceptable or not acceptable to Department of Skill Development, Entrepreneurship and Livelihood (SDEL) on its website and to delineate clear policy and framework including flexible and transparent pricing.

SDEL wishes to maximise the opportunities for training, job-creation and placement for its users by highly subsidised advertising on its website and therefore, wherever possible, will permit advertising ensuring that the process of accepting and displaying advertising does not conflict with other, more dominant policy or operational objectives. SDEL will not take a ‘white listing’ approach (i.e. defining permitted advertising) but rather follows a ‘black listing’ approach (i.e. assuming that advertising is permitted unless it falls into a number of prohibited categories, as defined in more detail below). Further, permitting advertising shall not mean in any way, SDEL’s endorsement of a product, person or a service but only an acknowledgement of the objective of use of a public forum for wider dissemination and exchange of information. All users must exercise their own tests of verification and evaluation. SDEL is not responsible for the copyright or legal implications or veracity of any advertisement published on its website.

Political organisations may not advertise on the web site. Socially contentious issues or political content shall not be allowed. SDEL reserves the right to decide whether an issue is or is not contentious and if the advertising may or may not be displayed. Advertising for gambling or betting services is not permitted. No product endorsements shall be permitted.

Any content or advertising which has any sexual ‘tone’, which features partial or complete nudity or which appears to promote or give undue publicity to illegal or inappropriate behaviour or lifestyles will also be excluded. SDEL reserves the right to determine what behaviour it considers inappropriate.

Advertisements that SDEL considers mocking of persons or groups of persons or that contains innuendo or subtext which could cause offence will not be accepted, regardless of tone.

Advertisements that SDEL considers making magical / unsubstantiated / misleading claims shall not be allowed and SDEL reserves the right to determine what it considers to be such claims.

In addition to the categories listed immediately below, there will also be some specific controls and policies associated with individual placements. The specific categories of organisations, products or services which may not advertise or be advertised on website are as follows:

  • Manufacturers and distributors of tobacco products
  • Manufacturers and distributors of alcohol

  • Pornography and adult content
  • Gambling and betting services

The above rules apply to sponsored links. The inclusion of a sponsored Link on the SDEL’s does not imply that that product or service is endorsed by SDEL.

Creative approval

All advertisements which are to be displayed on SDEL’s web site will be subject to review of the product or service being promoted and the style and content of the advertising. All advertisements must be approved by the Director Skill Mission or other nominated officer prior to display following consultation, where appropriate. SDEL reserves the right to cancel an order and withdraw any advertisement at any point of the agreed period without giving a reason. 

Privacy and the use of cookies

SDEL does not permit the use of Cookies or other technologies to collect information which can either on its own or when combined with other information identify an individual. SDEL does allow the use of cookies to ‘profile’ the interests of a site visitor and to then use that profiling to make recommendations about content or services which might be relevant to the site visitor providing the data is completely anonymous and can never be linked to an individual person. SDEL does allow the use of cookies and other technology which maintains a simple count of the number of times the same advertisement has been shown to a visitor providing the data is completely anonymous, is not combined in any way with any other data, can never be linked to an individual person and is destroyed within one month.

SDEL does allow the use of cookies and other devices to gather data to monitor web site traffic (such as with Google Analytics and other, ‘cookie based’ traffic monitoring tools).

Branding and Brand Endorsement

  1. Brand endorsement

Adverts must not imply SDEL endorsement or partnership of any kind, or an endorsement by any other department directly or indirectly associated with SDEL

  1. Brand usage in ads

Ads linking to SDEL content (including Pages, groups, events or sites that use third party Login) may make limited reference to “SDEL” in ad text for the purpose of clarifying the destination of the ad. Ads should not represent Kaushalkar brand in a way that makes it the most distinctive or prominent feature of the creative. SDEL/ Kaushalkar brand assets should not be modified in any way, such as by changing the design or colour, or for the purpose of special effects or animation.

  1. Copyrights and trademarks

All other ads and landing pages must not use SDEL copyrights, trademarks or any confusingly similar marks, except as expressly permitted by the SDEL, or with prior written permission.

  1. User interface screenshots

When featuring the SDEL in an ad, it must accurately depict how the Kaushalkar UI currently appears and functions in a service. If an action or functionality depicted cannot happen in the current version or within the current UI, it cannot appear to happen in an ad. Depictions of the UI in ads must be featured within the context of a relevant device (e.g. mobile or desktop) and as permitted by the SDEL Guidelines The UI cannot be modified in any way, including, but not limited to: adding special effects, interference or animation. Glyphs or elements of the UI cannot be used separately or individually.

Placement sizes and technical specifications

Placement sizes adhere to an industry standard size.

Flash and animated GIFs are permitted but animations may only loop a maximum of two times. Video Adverts are permitted as per specifications prescribed by SDEL. SDEL also wishes to ensure that flash advertising and some other rich media forms are sufficiently accessible. Excessive animation or fast moving or difficult to read text is therefore to be avoided and any advertisements which would clearly cause either irritation to fully sighted visitors or difficulties to partially sighted visitors will not be permitted. 

In addition, rapidly changing or strobing animation or ‘flashing’ images are not to be used for advertising as strobing artificial light may trigger seizures for people prone to photosensitive epilepsy.

Advertisers Allowed, Advertising Norms & Rates


  1. The Rates of Dynamic content shall be 50% higher
  2. Ads with provision for viewer analytics shall cost 25% higher
